The Federation of Ethiopian National Associations of Persons with Disabilities (FENAPD) is an umbrella organization established on December 1996 as a common voice of persons with disabilities in Ethiopia.

 Currently, FENAPD is a consortium of the following organizations:

1. The Ethiopian National Association of the Blind (ENAB);
2. The Ethiopian National Association of the Deaf (ENAD);
3. The Ethiopian National Association of the Deaf-Blind (ENADB);
4. The Ethiopian National Development Association of Persons with Physical Disabilities (ENDAPPD);
5. The Fikir Ethiopia National Association on Intellectual Disability (FENAID);
6. The Ethiopian National Association of Persons Affected by Leprosy (ENAPAL);
7. The Ethiopian Women with Disabilities National Association (EWDNA). 

Its governance comprises a general assembly of 60 members, executive board of 12 members and a secretariat headed by an executive director. Member DPOs are represented both in the general assembly and board of the Federation. Each member DPO has delegates to the general assembly and to the executive board. Both the general assembly and board contain representatives from the Federal and regional states. 

The Federation is registered as a consortium on August 2019 under proclamation No. 1113/2019 by the Agency for Civil Society Organizations bearing registration number 1511.

FENAPD aspires to see a just society where all persons with disabilities are effectively included on equal basis with others.

The mission of FENAPD is to promote the overall participation of persons with disabilities in society by bringing the member associations together, serving as their common voice by representing them at national, continental and global level; by consolidating their common effort, establishing strong relationship with their strategic partners, and working together and build their capacity.

The ultimate goal of FENAPD is to improve the quality of the lives of persons with disabilities through active and effective intervention of its member DPOs. To this end, the Federation has the following objectives:

v Developing the capacity of its member DPOs

v Maximizing the social disability awareness level

v Promoting inclusive education

v Promoting health HIV/AIDS services for persons with disabilities

v Economically empowering persons with disabilities

v Women, children & youth development

v Engage on advocacy issues to promote disability right movement

v Conduct emergency response activities

v Initiating and promoting research in the area of disability and access information

v Participating in continental and global disability alliance.

FENAPD has organizational policies and procedures, strategic plan, and implemented a number of successful disability oriented projects in collaboration with different donors. Considering its recent achievements, it has lobbied the government and succeeded in having the UN convention for the rights for persons with disabilities ratified by Ethiopia; pushed for the establishment of the national implementation and monitoring committee of the convention and is serving as general secretary of the committee; pushed for the promulgation of the proclamation on employment rights of persons with disabilities, and on the issuance of the proclamation on public building accessibility; assisted on the establishment of the Disability Media Forum. It is closely working with all government sector ministries as a Public Wing member and offers advice on the inclusion of disability agenda in their planning and implementation and oversees the performance and executed and is implementing successful development projects in collaboration with ILO, British Embassy, World vision, Threshold Association, USAID (World Learning) and CBM.
